Description of the job functions the contractor will be expected to perform:
- Work as MSDH’s HIE Coordinator, establish working relationships with both relevant national and state level HINs/HIEs.
- Use the contractor’s knowledge of public health, act as a business analyst and work with relevant MSDH programs to identify use cases and value of QHIN/HIE connections.
- Develop MSDH-specific information sharing processes to inform all programs of QHIN/HIE progress and value, serve as HIE proponent.
- Monitor the value of the implemented connections and collaborate with MSDH programs and the QHIN/HIE to resolve data issues, expand QHIN/HIE services, etc.
- Represent MSDH as its HIE Coordinator, attend, facilitate, and coordinate meetings, as needed, with other public health related stakeholders relevant to MSDH’s HIE Plan (e.g. Department of Medicaid, Department of Health Services, Department of Mental Health, Federally Qualified Health Center’s, etc.).
- Attend relevant national webinars related to QHINs and other national HIN efforts.
- Keep MSDH leadership abreast and up to date on evolving / changing QHIN/HIE needs and requirements relevant to MSDH public health objectives.
Required Skills/Experience
- The Mississippi State Department of Health (MSDH) is seeking a Contractor with demonstrable knowledge and experience in merging public health objectives with national health information networks such as QHIN’s and eHealth exchange and state level HIE’s. The Contractor must have a working knowledge of public health, TEFCA and HIE standards / capabilities. To support MSDH’s on-going evolving data interoperability obligations Promoting Interoperability, Data Modernization, Mississippi State Public Health Laboratory operations, mandatory reporting, Vital
- Statistics, Epidemiology / Informatics, and other MSDH programs that could benefit from national and state level health information exchange efforts, the contractor will work closely with key MSDH executive and program staff to develop and implement plans and processes to strengthen, expand and formalize MSDH’s participation with national and state health information networks.
